1. The "Ghost Zoning"

Because it's "optional," residents feel safe. But once passed, a developer can simply "Opt-In" later, bypassing future public hearings.

2. The 30-Acre Loophole

This rule splits the community. If you own 5 acres, you are restricted. If a corporation buys 30 acres, they get density bonuses.

3. The Sewer Trap

High density creates the profit needed to build private sewer plants. This often leads to forced connections and monthly fees for neighbors.

Community Action Plan

We cannot just say "No." We must demand specific "Poison Pill" amendments that make the overlay impossible for speculators to use.

1. Kill the "Ghost Zoning"

Demand that Section 400-7.J.6.b.ii be amended to require a Conditional Use Permit (CUP) for any "Opt-In". This forces a public vote every time.

2. Block Private Utilities

Define "Adequate Infrastructure" as Existing Public Parish Utilities Only. This bans private sewer plants and stops density in its tracks.

3. The Fairness Clause

Add a clause stating: "Nothing in this Overlay shall override the density caps of the Rural Overlay District without a majority vote of adjacent neighbors."
